steering trouble

Ok jeeperz, I need some help again. The power steering in my 91 yj is feeling like it is not working. It is becomming very hard to steer and does not recenter after a turn it must be pulled back. Sometimes it does move smoothly sometimes it is jumpy like. The fluid level is good and when I crank the wheel the fluid cycles in the pump. Could ths be the box. How can I tell what needs fixen

Does this happen in both directions or just left turn or right turn?

couple of things lets start with the easy...
1) Tire pressure low in one or more tires
2) check belt, missing? loose?
3)front end loose, allignment off? Check linkage,balljoints,etc.
4)somthing in the PS hoses blocking flow. return line have a kink in it?
interior of hoses could have broke down and is blocking flow.
 
Thanks for the reply I was getting worried I stumped the jeeperz. Nothing in the front end is out of the ordenary. tires good. I will check for a kinked hose. Happenes in both directions. It is begining to fell like it has no power steering Jumpy kind of like it is kicking in and out. Could the box be bad? Mabe the pump be weak ?Is there a seal system that could go? How do you trouble shoot these parts.
