Can I remove the Pulse Air System?


Not legally but your motor will run without it. The pulse air system pushes air into the exhaust manifold to allow unburned fuel, which is still hot enough to burn but does not have enough oxygen to burn, an opportunity to finish burning before it exits the exhaust pipe cutting down on emissions. What the system cost you is the power it takes to run the pump.
 
I don't recall there being an engine-driven pump for the pulse air, but it's been years since I worked on one. If you don't need to pass smog, then I would rip out the miles of vacuum line, pulse air, carter carb, egr, etc. and install a motorcraft carb from a ford 5.0 and a GM HEI distributor. 1980's Jeeps had some of the worst emissions systems known to man, keep that motorcraft carb adjusted right and you could still keep emissions (relatively) low. This was the best thing I ever did to my CJ before the engine swap to EFI, it made a world of difference.
 

The pump first appeared on the 1972 CJ5 AMC 304; not sure when they showed up on the FSJ V8s off hand without looking it up because there were some GVW (gross vehicle weight) games being played in the early 1970s by the manufactures to keep from having to do the smog stuff. A CJ5 was tapped as a 1/4 ton truck so they couldn't escape the smog pump and cat. I do know the 1978 Waggy AMC 401 I have had exhaust manifolds tapped for the pulse air tubs but the tubes were gone, replaced with bolts to plug the holes when I got it. The pump was also gone.
