Yes, with a lot of work. The front axle would need all the coil spring brackets removed and spring perches and shock tabs attached. The rear axle would need the spring perches relocated as well as the shock tabs.

If you're looking for a pair of donor axles, there are a lot better options for the Wrangler. Consider a front d44 from a mid to late 80's Grand Wagoneer and a rear d44 from a mid '90s Isuzu Rodeo. Both have matching 6-lug wheel pattern and would give you 4whl disc brakes.
 
Yes they will work, with some work as already posted, You really aren't going to see much of an upgrade in strength although if you decide to do it I would recommend some coilovers and installing a 4-link setup into the wrangler and ditching the leafs altogether. The Cherokee axle is already setup for 4-link so the hard part is done. Fab some mounts to the frame for the links and your done. I had a 91 cherokee with a long arm lift kit on it and it easily outwheeld most of the wranglers I would wheel with-strictly because of the suspension setup. Think of it this way, IFS is to solid axle as leaf spring is to 4-link.
 

The axles would have been free and I was thinking of putting different gears in them. Thanks for the information.
