Are you asking why do they not lock up in the rain? The ABS system mainly monitors the speed of each wheel through a sensor. If it detects that the wheels begin spinning at different speeds, it will engage to help keep the Jeep from losing control.
I wouldn't expect the ABS to constantly lock-up just because it's raining out. But if you slam your brakes on hard or feel like your skiding, then I'd expect ABS to engauge :mrgreen:
The ABS system has its own computer which, (depending on what model year the Jeep is), should be pretty accurate at determining if there is a problem in the system (such as a wheel speed sensor not working). If a problem is detected you'd get a "CHECK ANTILOCK" light of some kind, unless the bulb is burnt out or missing :roll: .
