i found this picture and i was wondering if anyone knows where i can find these at i am not sure what they are called i know that it is not painted i circled it please let me know b/c i want some

It's technical name is Applique. It's no more than just a vinyl decal. Your chances of finding one pre-cut is slim. I deal with Metrodecal for odd appliques that i can just cut myself. They have just about any colors, texture and sizes you will need for this project. It's very durable.

There is a set of those in the 2009 Quadratec summer catalog. They call them full steel door protectors. 82-06 cj & wrangler part #12534.200 $19.99 U.V. stabilized textured vinyl.
