heater ducting gone crazy!!!

well here goes, the guy i bought my 88 yj off of loved clear RTV sealant. had a leak and decided he was going to cover the grill opening on the cowl. i didnt notice it untill it was cold and i was wondering why so lil air was circulateing in the cab. i looked and he had put a plastic cover between the grilling and the body. now i took it off and drove home after work at 18 degrees last night. the faster i went the more cold air was blowing on my feet???? whats up with this??? i know there are a few vacume lines going to the fresh air inlet door just below the grill on the cowl. but why is it pushing the cold air in like that? any help would be nice. thanks guys and girls
 

Because the vacuum lines aren't working correctly. I had the same problem after some bonehead electrician fixed my heater fan and knocked the vacuum lines loose. There is a vacuum tee under the dash on mine that has 3 ports and two lines. It took me 15 minutes to figure out which ports the lines went to before it would close the damper from the cowl and get the cold air to stop blowing on my feet.
