#4 sparkplug fouling

The #4 spark plug on my 59 CJ keeps fouling out. We have changed the plugs several times along with the wires and dist cap/rotor. what do you think?

Fouling out meaning burning up prematurely?
If so, it is not getting enough voltage.
Have you replaced the wires, points, distributor cap, and rotor? If you already have you could have a bad distributor.

If it is getting oily?
That very well could be a result of poor compression in that cylinder.

Fouling out how? Gas or oil?

my bad its not the #4 its the #1 and sometimes #2, It runs fine for awhile then the plug stops firing. no oil on the plugs. We changed everything but the distributor.
