Welcome to the board! If it idles good and runs good at a steady setting but coughs only when throttle is pressed, then it sounds like accelerator pump problem in the carb. Is it kind of hard to start when it's cold also?

It is for cooling. In the original installation, there would be a fitting on the box the blower mounts to where the hose would attach. This puts airflow to the back side of the motor to keep it cool.

I dunno.....that right front fender flare looks primo.:D
