What he said..... Replace the cables and terminals. Many times the negative cable will get corrosion inside the jacket. Should fix your problem....

Do the tail lights and park lights come on as they should? If so, first look at your bulbs and see if the filament is burned or not. Either way high and low beams 99% of the time will not blow at the same time, especially in both lights at the same time. I'm about 90% sure your head light switch...
